Strategic Procurement at BSH: How the Purchasing Department Becomes a Logistics Partner, Not Just a Cost Center

PROCUREMENT AS A GROWTH DRIVER, NOT JUST A COST CENTER
At BSH (maker of Bosch and Siemens appliances, five plants in Poland, over 6 million large-appliance units a year), the procurement department is part of the operations division, on equal footing with production, quality, and logistics — it doesn't report to finance. This matches the broader trend: in 2024, over 60% of procurement departments globally reported into operational structures, up from around 50% in 2022-2023. With material costs reaching 80-90% of manufacturing cost (a factory in Łódź making dryers and dishwashers produces a sizeable appliance every 10 seconds, over 2 million units a year), procurement gets involved as early as the product design stage — not just negotiating price, but ensuring the chosen components will be available, sustainable, and compliant with quality standards long-term.
THE SUPPLIER DASHBOARD: THREE METRIC GROUPS AND ESCALATION TRACKING
Supplier evaluation at BSH rests on three groups of parameters: logistics (percentage of deliveries correct in quantity and on time, delay duration), quality (the maximum allowable PPM level — parts per million — above which a delivery is rejected), and the number and scale of escalations — every quantity, timing, or quality deviation is logged and tracked on a multi-level scale. With a monthly performance index above 99% and tens of thousands of deliveries a month, the number of escalations stays in the dozens — this data isn't just for reporting, it directly feeds into a supplier's strategic classification (the "maintain," "minimize," or "hold" group) and decisions about nominating them for new projects.
TOTAL COST OF OWNERSHIP: MORE THAN THE PURCHASE PRICE
TCO calculation at BSH covers not just unit price, but investment in tools and machinery, transport, freight, and insurance costs, customs duties, storage (capital frozen in inventory), quality and complaint costs, returnable packaging, and even a supplier's schedule flexibility and speed of reacting to production-plan changes. Collaboration with suppliers runs on an open-book basis — full transparency of cost structure lets the company precisely calculate its own target cost and measure the deviation from market expectations. A supplier nomination decision requires unanimous agreement from four departments on equal footing: purchasing, quality, development, and logistics.
WHEN LOGISTICS HAS A VETO: THE INJECTION-MOLDED PARTS CASE
A concrete example of a methodology conflict: when selecting a supplier for large plastic components, the standard TCO calculation pointed to a supplier offering a lower price but located further from the factory (larger batch deliveries at once) — logistics vetoed it, because the choice would have disrupted the existing production concept built around a Just-in-Sequence model (direct deliveries to the production line). The fix was expanding the TCO methodology to include production-process reorganization costs, after which a different supplier was nominated on the second pass. The takeaway: no methodology covers the full spectrum of reality — sometimes you have to step off the beaten path and listen to a partner raising an objection.
SHOP-BY-SHOP AND SHOP-IN-SHOP: EXTREME INTEGRATION WITH RISK ATTACHED
The shop-in-shop model (a supplier runs operations in a dedicated section of the client's production floor) and shop-by-shop (a supplier located directly "over the fence," delivering components every dozen-odd minutes exactly when production needs them) minimize the length of the supply chain, but require full synchronization: shared forecasts, capacity management (if the company plans to double production within a few years, the supplier has to be ready to do the same), compatible IT systems, and even a shared staffing calendar (shift work, holidays). Contracts in this model resemble a joint venture more than a standard commercial contract, with a minimum five-year horizon because of the investment the supplier has to make.
PROTECTING AGAINST DEPENDENCE ON A SINGLE SUPPLIER
Even with close collaboration with a dominant supplier, BSH maintains a dual/multi-source strategy and detailed due diligence (financial, operational, and quality risk, stability, production capacity). Contracts include disaster recovery plans (procedures to ensure continuity of supply in case of fire, strike, or natural disaster), clear intellectual property terms (who owns the tooling, molds, and know-how), and exit plans from the relationship, including technology transfer and support onboarding a new supplier — sometimes the second source is a supplier already producing similar components for another plant of the same company, ready to start production if needed.
A SHARED, HIGHER-LEVEL KPI INSTEAD OF SILOED OPTIMIZATION
A key rule for cross-departmental collaboration: avoid improving one metric at the expense of another, and instead look at a higher-level KPI — at BSH, this is often the manufacturing cost of a single unit of product. Example: a cheaper metal component purchase can generate higher scrap in the stamping process, eating up the entire saving from the lower purchase price. Annual presentations of the procurement strategy to logistics, production, quality, and R&D — not just what the company plans to do, but why — build mutual understanding that in practice prevents conflicts before they even arise.
